    why do you need a chief of disguise when Joe Goldberg becomes completely invisible just by wearing a cap?

    Things like the CIA are very compartmentalized and I think she said things that she would not have been told about. Even being a Chief she would only know about disguises and things that directly delt with that.

    So, I want to point out on the Superman disguise, while yes it's absolutely ridiculous there is a difference between Superman and Clark Kent other than the glasses. It's his posture, you can see this in I believe it's Superman II (I could be wrong) where Clark is about to tell Lois and he straightens his back to a Superman posture then goes back to the slouching posture of Clark Kent. There's other small things, like voice, demeanor, and speech that changes him as well. TLDR on Superman, "Well yes, but actually, no."
